The Ministry of Finance of Ukraine plans to introduce a new excise tax on all sugar beverages. It is reported by Forbes Ukraine with reference to the budget declaration project for 2026-2028.
The new "sweet" excise duty will relate to a wide range of products - both carbonated and non -carbonated drinks, including energy, juicing drinks and flavored water. The initiative must not only fill the state budget, but also bring Ukraine closer to European tax policy standards.
At the same time, the government has planned a gradual increase in excise duty rates on tobacco products, twin (tobacco products for electrical heating) and fuel. By 2028, cigarette excise duties will reach € 90 per 1000 pieces, and for gasoline - € 359 per 1000 liters.
Excise duty will become part of a broader tax reform, which also includes the digitalization of the tax system, the introduction of electronic audit, control over banking revenues and participation in international exchange of tax data.
These changes are components of the national income strategy by 2030, which the government implements in stages in order to ensure financial stability and modernization of the state's fiscal policy.
