Local residents have been fighting for several years against the project, which is being built under the guise of reconstructing a private estate. In fact, according to protesters, the developers demolished a small house and began building a multi-story complex with more than fifty apartments.
According to the documents, the plot was intended for "manor development". But a company associated with the developer "450 Group" has begun large-scale construction. People are convinced that the infrastructure of the microdistrict will not withstand such a large number of residents: water supply interruptions, damage to sewer wells, subsidence of the soil and cracks in neighboring houses are already being recorded.
Residents point out that the new building occupies up to 90% of the site, compared to the permitted 50%, and there are no parking spaces at all. The requirement for construction approval from the SUPPR municipal enterprise is also being ignored, as the area is considered landslide-prone.
People have repeatedly appealed to the Kyiv City State Administration, the State Traffic Safety Administration, and the police. In August 2023, criminal proceedings were even opened on the fact of arbitrariness. But the case was effectively “frozen.”
Then the residents resorted to radical actions: they blocked the street with old cars with signs against the development. However, the construction continues, as law enforcement agencies and officials have not yet stopped the process.
The developer is the company “450 Group”, known for its scandalous projects — “O47” on Olzhycha St. and “B44” on Bulakhovskogo St. Its owner, Oleksandr Ryabchun, is currently being charged in a case of money laundering and forgery of documents in connection with another construction project.
The owner of the land on Tsiolkovsky is Oleksandr Nevoyt, who, according to journalists, is related to Ryabchun.
The scandal on Tsiolkovsky is just one of dozens of examples of illegal development in Kyiv, when high-rise buildings are being built on land intended for private houses. Similar conflicts have already occurred in Zhulyany (Parkland Residential Complex) and Karavayevy Dachny.
Local residents are demanding that the Kyiv City State Administration and law enforcement agencies stop the practice of "manor high-rise buildings" and ensure the demolition of illegal facilities.
