The Government of Ukraine approved the draft State Budget for 2025, which will now be submitted to the Verkhovna Rada for consideration. According to the Ministry of Finance, the draft budget foresees significant expenditures and expenses for key sectors of the economy and the social sphere.
The main indicators of the budget:
- Revenues of the general fund: 2007.4 billion UAH (excluding official transfers and grants).
- Expenditures of the general fund: UAH 3,643.6 billion.
Distribution of expenses:
- Security and defense sector: UAH 2.22 trillion (26.3% of GDP).
- Social protection: UAH 419.2 billion, of which:
- Pension fund: UAH 237.9 billion.
- Assistance to low-income families and individuals in difficult life circumstances: UAH 127.9 billion.
- Payment of benefits and subsidies: UAH 42.3 billion.
- Health care: UAH 210.7 billion.
- Education: UAH 169.3 billion.
- Culture and information space: UAH 9.6 billion.
- Digital transformation: UAH 4 billion.
- Scientific research: UAH 14 billion.
- Entrepreneurship Development Fund: UAH 18 billion for soft loans under the 5-7-9% program.
- Grants for business: UAH 1.4 billion.
- Support for regions: UAH 12.2 billion in the form of a subvention to compensate for the difference in tariffs.
- eOselya: UAH 9.4 billion.
- Humanitarian demining of lands: UAH 1 billion.
- The State Fund for Decarbonization and Energy-Efficient Transformation: UAH 1.75 billion to reduce carbon emissions and increase the energy efficiency of the economy.
- Subsidy to local budgets: UAH 51.2 billion.
- Reserve fund: UAH 43.9 billion.
Other important indicators:
- Budget deficit: 19.4% of GDP (in 2024 it was 20.6%).
- Minimum wage and living wage: remain at the level of December 2024.
- State borrowings of the general fund: UAH 2.23 trillion:
- Domestic: UAH 579.2 billion.
- External: UAH 1.65 trillion.
- Dollar exchange rate: 45 hryvnias.
The draft budget reflects the government's priorities for ensuring security and defense, social protection, development of education and health care, as well as supporting the economy and regions. Continuation of work on the budget and its approval by the Verkhovna Rada remain key stages for determining the country's future financial strategies.
