The Kyiv City Prosecutor's Office, together with the State Bureau of Investigation, announced the suspicion of Vladimir Bondarenko - a deputy of the Kyiv City Council of IX convocation, who previously held the positions of secretary of the Kyiv City Council and Deputy Mayor Vitaliy Klitschko.
According to the investigation, in 2022–2023, the official, in violation of the legislation, in particular Article 119 of the Labor Code, illegally accrued and paid the salary to the employee of the Kyiv City Council, who was already in military service at that time. The amount of losses caused to the state in the person of the Kyiv City Council is almost UAH 700 thousand.
As it became known, this employee from July 2022 to March 2023 was officially in the ranks of the Armed Forces of Ukraine and received appropriate financial support. However, in parallel, he continued to receive his salary as a civil servant of the City Council on a monthly basis.
In addition, Bondarenko sent a letter to the Kyiv City Military Administration with a request to pay off the mobilized employee back to the Kyiv City Council. As the investigation found out, in fact, this man did not arrive in the military unit and did not perform any defense tasks.
The indictment on the pseudo -serviceman himself has already been transferred to court. Now, a high -ranking official, who organized this scheme, was suspected. He is charged with official negligence (Part 2 of Article 367 of the Criminal Code), the aiding (Part 5 of Article 27) and evasion of military service (Part 4 of Article 409).
The investigation is ongoing. In the case of Bondarenko's guilt, serious criminal liability is threatened.
