The military unit 3061 of the National Guard of Ukraine concluded an agreement with Artesbud LLC for the construction of a special purpose facility worth almost 56 million hryvnias. However, the analysis of purchasing documentation shows that at least UAH 2.8 million is inflated at only a few positions.
According to the Prozorro system, the contractor should build an object in the territory of a military town by October 2026. The works include the foundation, concreting, facades, the installation of engineering networks and even IP video surveillance.
But prices raise questions. For example:

Class C40/50 concrete will cost the state budget of 6 714 UAH per cubic meter, while on the market - from 5 178 UAH;

Concrete B25/30 costs 5 502 UAH/m³ in the estimate, from the market - from 3 343 UAH;

armature - more than 39 thousand UAH/t, although the market price - 32-34 thousand UAH;

Ceresit CD 24 - 79 UAH/kg, at market 53-60 UAH;

TIANDY TC-C35WS IP-Camera-11 964 UAH, instead of real 8 695-9 131 UAH.
The probable overpayment in these positions alone is about UAH 2.8 million.
Only one participant - Artemzbud himself - took part in the tender. The customer has set rather strict conditions: at least two similar contracts, ISO-certification, reporting with proceeds at the expected value level, confirmed by the equipment and staff park. This significantly narrowed the range of potential contenders.
Artemzbud LLC is registered in Cherkasy in 2018. His leader and owner - Artem Naumenko. Since 2021, the firm received government orders worth almost UAH 770 million. But the scandal plume is followed:

In 2020 he was mentioned in criminal proceedings on theft of property of the military unit 3070.

In 2024, "Our Money" exposed an overestimation of the cost of more than 7 million UAH in a contract with the National Guard. After that, the contract was terminated.
Nevertheless, Artemzbud continues to win tenders for millions of hryvnias.
