Companies declare corruption schemes in the Ministry of Environment

Over the last three years, the Ministry of Environmental Protection and Natural Resources of Ukraine shows systematic bias in the issuance of waste treatment permits. The business community states the creation of a corruption scheme, which makes it impossible to access permits for independent companies operating in the field of waste management.

According to the enterprises that have fallen victim to such actions, the Ministry is massively and unreasonably refuses to issue permits. It is, in particular, such companies as LLC "DSL-2010", Karamea LLC, MPP "Rada", LLC "ABM Recycling" and LLC "A-Energo". Each of them has repeatedly applied to the Ministry with a complete package of documents in accordance with the current legislation, but received refusals for formal or far -made reasons that were not previously stated in correspondence.

In most cases, ministerial officials required documents not provided for by law, which is a direct violation of the Law of Ukraine "On the Permitting System in the Field of Economic Activity" and the Law on Administrative Services. Moreover, the refusals were accompanied by reference to new causes that were not previously voiced, which is directly contrary to the legislation and the procedure for issuing permits approved by the Cabinet of Ministers.

While independent enterprises undergo administrative pressure, close to the management of Mindovquil of the Company "UtilVtorprom" and LLC "NVK UKROPROM", related to the former director of the department Sergey Lukyanchuk and the expreient of Minister Elena Kramarenko, received permits. Moreover, even despite the absence of the necessary technical capacities.

It is obvious that some deputy minister, including Serhiy Vlasenko, Alexander Semenets and already released by Elena Kramarenko, could be involved in creating conditions that allowed "their" companies to work without competition, and others refused any convenient reason.

In such circumstances, business representatives appeal to law enforcement agencies to investigate the activities of Mindovquil officials. This case will obviously be the area of ​​responsibility of the State Bureau of Investigation and the National Anti -Corruption Bureau.
