The US House of Representatives passed a bill that considers aid to Ukraine in the amount of up to $60.032 billion and establishes strategic obligations regarding the transfer of long-range missile systems to Kyiv.
In this new bill passed by the US House of Representatives, the amount of financial support to Ukraine was adjusted to $60.032 billion. As part of this legislative act, US President Joe Biden received an obligation to transfer long-range tactical missile systems to Ukraine. If Biden is going to block this process, he will have to explain his decision to Congress.
In addition, the draft law for the first time contains wording that sets the task of "victory of Ukraine over the Russian invasion forces" before the US. This obliges the administration of the White House and the Pentagon to develop a detailed strategy, which will need to be presented to Congress every quarter.
To enter into force, the bill still needs to be approved by the Senate and signed by the president. According to the text, most of the funds, namely $23.2 billion, will remain in the United States to replenish its own weapons and supplies transferred to Ukraine. The rest of the funds are divided between the purchase of the latest defense systems ($13.8 billion), support for current military operations in Europe ($11.3 billion), and control over the aid provided ($26 million). Also, the draft law provides $7.85 billion in the form of a loan for the Ukrainian budget, there is a possibility of writing off this debt after the elections in the USA on November 5.
