In Poltava region a large -scale corruption scheme related to the purchase of bunk army beds for the Armed Forces of Ukraine is exposed. According to the investigation, the head of the apartment and operational department (KEV) of Poltava is suspected of official negligence, which caused the state budget of losses in the amount of UAH 5.1 million.
The investigation found that in 2023, KEV concluded three contracts with KMG Group LLC for the supply of 3000 army beds without open bidding, referring to the Cabinet Resolution No. 1178 of October 12, 2022.
The total amount of contracts amounted to UAH 16.8 million (UAH 5.6 million for each agreement dated April 14, May 15 and May 31, 2023). However, according to the findings of forensic economic expertise of December 27, 2024, the market value of the beds was much lower, and the overpayment for each batch was UAH 1.7 million. Thus, total losses for the state are estimated at UAH 5.1 million.
The suspect who held the position of CEV chief since December 9, 2021 did not carry out the proper monitoring of market prices and did not seek alternative suppliers, concluding direct contracts with KMG Group LLC at inflated prices. The examination confirmed that such actions were the result of negligence on February 12, 2025, the officer was officially informed of suspicion under Part 4 of Article 425 of the Criminal Code.
