In the Zaporizhzhia region there is a scheme that can be another example of large -scale deriban of international assistance. It is about the implementation of several infrastructure projects for over UAH 660 million, funded by the European Union within the UKRAINE . Formally - the construction of a new building of a regional children's hospital with shelter and two protective structures for local schools. In fact, there are signs of fictitious tenders, high estimates and gaskets created exclusively under "development" of funds.
The only participant, convenient conditions
All contracts were won by the same firm - Kalmius Buddowing Company LLC, registered one month before tenders. In each of the competitions, she acted as the sole participant, and the terms of the technical task were written so as not to leave the chances of potential competitors. Such "tender intimacy" was made possible by the most narrow qualification criteria that allowed to disqualify any real contractor.
The company "confirmed" with the help of an agreement with the intermediary firm, concluded literally a few days before the submission of documents. No real confirmations of the work performed were provided.
Concrete and armature "with a margin"
Experts have already found numerous signs of a conscious overestimation of the cost of works and materials. Yes, the following indicators are recorded in the projected documentation:

Ventilation systems - 85% more expensive than average market prices.
At the same time, the estimates exceed the offers of even the largest manufacturers, which excludes error or market fluctuations. The conclusion is obvious - it is a deliberate overestimation of prices in order to withdraw funds.

BC Kalmius LLC has the authorized capital of 5 thousand hryvnias, no material and technical base and hired personnel only on paper. To "simulate capacity", leases of equipment with more than 30 under the control of firms were concluded, which only deepens the suspected fictitiousness of the whole structure.
