Roman Tkachuk, the director of the municipal security department of the Kyiv City State Administration, has been suspended from his post. This happened after the official received his sixth suspicion of official negligence related to the embezzlement of budget funds and improper performance of duties in the field of civil protection.
The latest suspicion against Tkachuk was reported on October 6, as reported by the Prosecutor General's Office. According to the investigation, in 2022, under Tkachuk's leadership, the department purchased specialized vehicles and equipment for rescuers at inflated prices. As a result, the losses for the capital's budget amounted to about 11 million hryvnias.
Despite all the previous accusations, the official continued to work until mid-September 2025. At first remotely, by order of the mayor of Kyiv, and after September 13, Tkachuk again attended work in person.
In total, according to the investigation, Roman Tkachuk has six suspicions related to official negligence, embezzlement, and other abuses. One of the most high-profile episodes is the tragedy in the Desnyansky district, when people died due to closed shelters during shelling.
Despite the criminal proceedings, Tkachuk received a salary. According to the declaration, in 2024 he earned over 1.3 million hryvnias, and his wife over 2 million hryvnias, working for a private company.
Roman Tkachuk is a Kyiv City Council member from the Udar party. His department was responsible for organizing the civil defense system in the capital, including the readiness of shelters and response to emergencies.
Currently, law enforcement officers are continuing their investigations to clarify all the circumstances of possible abuses and identify the individuals involved in the violations.
