At the end of October, the capital corporation “Kyivavtodor” signed a contract for the overhaul of Miska Street in Kyiv from Palladin Avenue to the Kyiv-Gostomel road. The price of the work is UAH 501.77 million, which is more than UAH 286 million per kilometer.
The contract was awarded to Onur Construction International, a company founded by Turkish businessmen Onur and Ihsan Cetinjeviz. Onur Construction International LLC is a long-time favorite of Kyivavtodor: since 2016, the company has received 17 contracts from the corporation worth UAH 5.45 billion.
The tender was held without competition - the company was the only participant. The work should be completed by November 2026. The project involves updating the road surface, installing bicycle paths and sidewalks, lowering curbs at pedestrian crossings and cycle paths, installing tactile navigation for people with visual impairments, and updating and expanding the storm sewer.
Miska Street is a city-wide highway. It was built in 1950 and last reconstructed in 1996. The Kyiv City State Administration emphasizes that the repair was necessary due to the poor condition of the road surface, numerous potholes, cracks, and ruts.
According to the Youcontrol analytical system, Onur Construction International LLC was registered in 2004, and its director is Petro Beregovyi. The company is part of the Onur corporate group, which has over fifty companies in the field of road construction, tram tracks, and asphalt concrete production.
The cooperation between Kyivavtodor and the Turkish contractor has repeatedly come under the attention of law enforcement agencies. In 2017 and 2019, the investigation opened criminal proceedings due to alleged misappropriation of budget funds and overpricing of the work.
The activities of Kyivavtodor are subordinate to the Department of Transport Infrastructure of the Kyiv City State Administration, which is currently headed by Deputy Head Roman Lelyuk, and overall control is exercised by the Head of the Kyiv City State Administration, Vitaliy Klitschko.
