According to the Kyiv Prosecutor's Office, on October 3, law enforcement officers reported suspicions to 14 individuals in connection with multimillion-dollar abuses in the municipal sector of Kyiv; total budget losses, according to the investigation, reach almost UAH 73 million. Among the suspects are 12 officials of municipal enterprises and district administrations and two heads of contracting organizations.
The largest losses, as reported by the department, were recorded in the Kyivpastrans KP: the head of the department of this enterprise allegedly did not monitor prices before purchasing electricity, as a result of which the city overpaid 47.2 million UAH. The second largest episode is related to the Department of Municipal Security of the Kyiv City State Administration - its director is accused of negligent failure to exercise control during the purchase of special vehicles and equipment, which resulted in an overpayment of almost 11 million UAH.
In the Kyivzelenbud enterprise, the investigation highlights several episodes: the former general director, chief agronomist, and head of the contracting company are accused of embezzling UAH 4.8 million during ragweed eradication work. In addition, the former head of the department and the contractor are suspected of embezzling UAH 800,000 during the improvement of the Orlyatko park in Solomyanskyi district.
In Solomyansk, the KP "SHEU" was found to have overpaid about UAH 2 million when purchasing road salt; a similar incident in the KP "SHEU of the Holosiivskyi district" led to losses of UAH 1.4 million due to the supply of salt of inadequate quality. The former head of the KP "SHEU of the Podilskyi district" is accused of purchasing anti-parking bollards worth UAH 1.5 million that did not meet the requirements of the State Technical Standards.
In the healthcare sector, according to the investigation, the head of the service of the Kyivmedspetstrans Public Organization together with contractors appropriated UAH 1.9 million allocated for spare parts for ambulances. The head of the Holosiivska RDA department was also reported to be suspected of embezzling almost UAH 1 million during the repair of the parking lot, and in the Solomyanska RDA — the head of the department and a representative of the contracting organization — due to the inflated cost of work on the repair of the school roof (over UAH 500 thousand in damages).
An episode in the Svyatoshyn Psychoneurological Boarding School is being investigated separately: an official is accused of embezzling almost 700 thousand UAH during the overhaul of a hybrid solar power plant.
Each case, as law enforcement officials emphasize, is being investigated within the framework of separate criminal proceedings; suspicions have been announced under various articles of the Criminal Code, in particular, embezzlement of property, official negligence, and forgery of documents. Investigative and operational measures are underway to identify all those involved and determine the amount of damage caused and ways to compensate for it.
