Municipal enterprise "Directorate of construction of road and transport facilities of Kyiv" announced a tender for the design and construction of the first phase of the road to the airport "Kyiv" (Zhulyany) with a total cost of UAH 1.56 billion. This became known from the data of the Prozorro system, to which the publication "Our Money" drew attention.
According to the reapproved project of the Kyiv City State Administration, it is planned to build an access road from Lobanovskyi Avenue to the airport, which has not been operational since the beginning of the full-scale invasion of Ukraine. The total length of the route will be 4.3 km, and the use of modified asphalt concrete is planned for the upper layer of the surface.
The first phase of construction involves 2.8 km of road with two lanes of traffic in one direction, a bicycle path, sidewalks, sewage treatment plants, an overpass and traffic lights. The cost of project works is estimated at UAH 7.38 million, and construction works at UAH 1.56 billion. The works are planned to be completed by the middle of 2026.
Participants in the design tender must provide a similar contract, confirm the availability of the necessary equipment, software and qualified employees. In the construction tender, a similar contract for the construction or reconstruction of city roads or streets must be submitted with a response issued no earlier than one month before the tender announcement. In addition, it is necessary to confirm the presence of a production base, a certified asphalt concrete plant, road construction machines and workers. Applicants must also have a net income for 2023 of at least 30% of the expected amount, which is at least UAH 467.08 million.
It is noted that the second stage of construction, which involves 1.5 km of road with one lane, was already ordered in the fall of 2023 from the private companies "VKF Standart-Auto" and "KP Shlyahbud Invest" in the amount of UAH 1.22 million and 135.94 UAH million, respectively.
The project of the road to the airport began back in 2010 during the preparations for Euro-2012. The construction was then entrusted to the company "Ukratomenergobud" in the amount of UAH 174 million, but it was not possible to complete the work by 2012, and the project has been revised and refinanced several times since then.
