A large-scale scheme of misappropriation of funds from the municipal enterprise "Kyivpastrans" has been exposed in Kyiv. According to the city prosecutor's office, the general director of a private company that supplied electricity to the enterprise was reported on suspicion of misappropriation of budget funds in the amount of more than 47 million hryvnias.
According to the Podilskyi District Prosecutor's Office of the capital, an electricity supply contract was concluded between the Kyivpastrans KP and a private company at the end of 2022. According to the terms of the agreement, the supplier was to inform the utility company monthly about changes in the electricity market price and adjust the cost in accordance with these changes.
However, despite a significant decrease in electricity prices in 2023–2024, the company continued to issue invoices at inflated tariffs. As a result, Kyivpastrans overpaid more than 47 million hryvnias.
The investigation established that such a scheme became possible not only due to the actions of the supplier, but also due to the negligence of officials of the utility company. Previously, suspicion of negligence was handed over to the former head of the Kyivpastrans department, whose duties included monitoring electricity prices and responding to their changes.
The pre-trial investigation is currently ongoing. Law enforcement officers are checking the possible involvement of other officials in this scheme and establishing the final amount of damage caused to the capital's budget.
