Lviv University of Life Safety, without holding a full-fledged competitive bidding, concluded an agreement to create a modular mobile laboratory worth UAH 9.3 million with a contractor who has no experience in construction. This was reported by 368.media with reference to the tender documentation.
In May 2025, the institution announced the purchase of a laboratory with installation at an estimated cost of UAH 9.64 million. The winner was Viktoriya-Maria Kostyukevich, an individual entrepreneur registered as an entrepreneur in September 2024. She had no proven experience in construction.
All the equipment and construction tools that were to be used in the project were rented from LLC "Construction Company "Optimalna"", established in 2018 by Bohdan Serhiyovych Kostyukevich. Presumably, it is the employees of this company who will perform the work, although the formal contractor is an individual entrepreneur.
It is noteworthy that Kostyukevich herself is listed in the project as an occupational safety engineer, which looks dubious given her lack of the necessary qualifications. During the document check, it turned out that she does not have valid certificates for testing knowledge of the general course on occupational safety and specialized standards (ZOP, KZpP, KCZN, ZUDSS).
The university management twice gave the contractor time to eliminate the discrepancies, and on June 5, the first vice-rector of Lviv University, BZHD Andriy Ostapyuk, signed the contract.
Journalists suggest that the tender was conducted with the aim of transferring the contract to individuals close to the construction company "Optimalna". This may indicate signs of a fictitious supplier and possible violations in the field of public procurement.
