In Ukraine, a large-scale check of the legality of providing privileges for housing and communal services, the purchase of solid fuel and liquefied gas will start. 1.2 million citizens who use such benefits will be careful.
The Ministry of Finance of Ukraine has developed a single method of verification of benefits. Currently, the project of the document has been published on the website of the Federation of Trade Unions of Ukraine for public discussion. The main purpose is to make a system of providing benefits transparent, effective and protected from abuse.
Verification will be carried out by automated comparison of the data that the recipients have submitted for the execution of benefits, with information from the state registers. They will use the Trembita electronic system, which provides exchange of information between public authorities without the need for physical access to citizens.
During verification, they will check:
- the reliability of the tax number through the taxpayers' register
- the validity of the passport in the demographic register
- facts of death, birth, name or marriage
- the presence of war veteran status
- disability data, its group and relevance
- payment of subsidies through the Pension Fund Information System
Among the key areas of verification are the identification of benefits that were granted after the death of a person, a double accrual of assistance for one period, differences at the place of registration and residence, as well as statuses that give the right to benefits, but could change.
According to the Pension Fund, as of January 2025, privileges and subsidies received 2.779 million households. Of these, 1.216 million people used privileges worth more than UAH 2 billion, and 1.474 million families - subsidies for almost UAH 2.8 billion.
In addition, the government has already updated the rules for calculating the average monthly total income for families claiming state social assistance. This can affect the right to receive payments and their volume.
The new system should prevent the misuse of budgetary funds and provide support for those who really need it.
