On March 27, the communal enterprise "Main Directorate of Communal Economy" of the Vyshnya City Council of the Buchansky district of the Kyiv region again announced a tender for the reconstruction of an abandoned cinema under the office of the mayor's office with an expected cost of UAH 186 million. This is the second attempt by local authorities to spend hundreds of millions of hryvnias on new premises for officials.
In November 2023, the KP "Main Directorate of Communal Economy" of the Vyshnevo city council already ordered the reconstruction of the old "Luch" cinema for a new building for the city council for UAH 193 million. At the same time, construction materials at inflated prices were included in the estimates for the reconstruction of the cinema building under the new building for the city council.
The need was explained by the fact that the premises currently occupied by the Vyshnevo City Council are for sale for UAH 22 million. At the same time, the FDM auction was canceled due to a criminal case even before the tender was announced.
However, after the scandal, the agreement was terminated. The head of the Kyiv regional administration, Ruslan Kravchenko, said that the regional authorities recommended terminating the contract.
Four months later, the tender for the reconstruction of this cinema was announced again, reducing the expected cost by UAH 7 million - from UAH 193 million to UAH 186 million. In matters of the procurement procedure, anonymous firms are already complaining about the requirements, which they consider to be discriminatory.
Ruslan Lysenko is the director of KP "Main Directorate of Communal Economy", and Ilona Levchenko is the authorized person in charge of procurement.
The mayor of Vyshnevo is Ilya Dikov ("Servant of the People"). According to the rating of the regional information agency "ITV" according to the state obtained in 2022, he headed the top of the richest mayors of the Buchansky district.
As reported, at the end of March, the KP "Main Department of Communal Economy" of the Vyshneva City Council also announced a tender for the construction of an anti-radiation shelter on the territory of the Lyceum "Leader" in the village of Kryukivshchyna with an expected cost of UAH 169.16 million. This is the most expensive purchase of an anti-radiation shelter in Ukraine.
