Military registration and mobilization: who can be drafted into the army in November

General mobilization is underway in Ukraine - the Armed Forces of Ukraine (AFU) are recruiting conscripted men. In this article, we tell you who exactly is being mobilized now and whether we should expect any changes in November 2025.

Who is being mobilized now?

According to current legislation — in particular, the Law of Ukraine "On Mobilization Training and Mobilization" — conscription applies to men aged 18 to 60 who are fit for service and do not have a valid deferment or reservation.
However, in practice, the following categories are mobilized first:

  • men aged 25–60 without military experience, provided they are fit and have no military service or deferment.

  • Men aged 18–60 with military experience — conscription or reserve service, especially if they have a specialty.

  • men who were previously removed from military registration due to health reasons, but received the status of fit after a repeated military medical commission (MMC).

Mobilization is also possible for men over 50 years of age, provided that they are fit for service, do not have a deferment, and are suitable for performing logistics, support, or specialized tasks.
The following can voluntarily enlist:

  • women under 60 years of age, if fit and willing to serve;

  • men aged 18-24 without previous service - through contractual service (the "Contract 18-24" project).

Will there be changes in November 2025?

According to available information, there are no announced changes to the mobilization rules for November 2025 - the process is taking place in accordance with the current law. For example, sources have come to such conclusions, explaining that the age limits and categories remain unchanged. Thus, a radical reformatting of the draft or the introduction of mass new age categories is not expected at the moment.

Among the categories eligible for deferment or exemption from mobilization:

  • persons with disabilities of groups I–III;

  • men over 60 years old;

  • full-time or dual-study student;

  • employees of critical businesses or those with reservations;

If you are a man aged 25-60, fit in health, and do not have a valid deferment or reservation, you automatically fall into the category that can be called up as part of mobilization. If you have military experience or a specialty, your candidacy may be considered as a priority.
For younger people (18-24 years old) without service, there is no conscription, but there is an opportunity to serve under a contract.
For those who have doubts about their status or fitness, you should undergo a medical examination at the Military Commissariat of Internal Affairs, update your military registration, and check whether you have lost the right to reservation or deferment.
