The Ministry of Defense of Ukraine plans to launch a monitoring system of institutions conducting military medical commissions (MMCs) in order to ensure proper implementation of mobilization rules and medical standards. The spokesman of the Ministry of Defense, Dmytro Lazutkin, said that for this, inspection mechanisms will be developed that will allow for regular inspections of institutions engaged in assessing the suitability of citizens for military service.
"These inspections are designed to ensure proper implementation of mobilization rules and medical standards so that there are no violations," Lazutkin said. He emphasized that the responsibility for incorrect conclusions about fitness for service rests with the doctors of the VLK. If people who should not be called up due to health conditions are mobilized, this is a violation of Order No. 402 of the Ministry of Defense.
Lazutkin added that if the violation occurred at the stage of the medical examination, the responsibility lies with the Ministry of Health and the National Health Service of Ukraine (NHSHU) within the limits of the concluded contracts. If the conclusion on suitability for service is incorrectly issued, then the Ministry of Defense itself must respond.
It will be recalled that People's Deputy Anna Skorokhod stated the existence of instructions for VLK doctors to recognize men as fit for military service, despite the presence of certain medical restrictions. There were also cases when TCC (territorial recruitment centers) formed lists, according to which some persons were not served with summonses.
In turn, Lazutkin noted that for people with HIV, their health condition determines their suitability for service: persons with asymptomatic HIV carriers or stable disease may be suitable for service.
