The Security Service of Ukraine, together with the Office of the Prosecutor General, exposed the next defense scheme: the state -owned enterprise "Tyle Operator" spent more than UAH 340 million on poor equipment for military, which does not meet the standards and is unsuitable for use on the forefront.
It is about contracts with the little-known AK-INVESTPRrom LLC-a company that was created just before the tender.
In 2024, AK-Investprom concluded two contracts with the State Taire Operator SE:

for the supply of 5 thousand helmets - UAH 36.6 million,
-
and 10 thousand Defender-84 body armor vests-UAH 307 million.
The contracts were signed for the cadences of Arsen Zhumadilov - the expert of the SE, who was repeatedly criticized for behind -the -scenes purchases.
However, according to the investigation, at the stage of concluding transactions the company did not have a real intention to supply quality protection. In fact, it existed only as a facade for "development" of funds.
Imported Bulgarian Bulgarian Armor armor did not meet the State Standard DSTU 8782: 2018. This means that the soldiers could transfer equipment that would not protect in battle.
Customs documents confirm the supply of helmets and bulletproof vests with a total value of more than UAH 341 million in July 2024. However, the quality of the product could not withstand the check - neither in parameters nor in specification.
The case appears the conspiracy of officials of the State Enterprise "DOT" with a private supplier. The winning firm went to tenders without competitors and received advance payments, not providing timely or proper execution of contracts.
In the future, AK-Investprom used a chain of suspicious companies to bring public funds into shadow circulation. Among them are FC Capital Finance LLC, Synenergi Finance LLC, Grandin, Carmel Market and more. According to the investigation, these are classic "conversion" firms for discussion.
AK-INVESTPROM LLC was registered in April 2024 in Kyiv at ul. Gedroytsa, 6. Director - Petro Nedzelsky, former Colonel of the Armed Forces, participant of hostilities, expreigner of GUR, a person with military background and media activity.
However, the owner of the company is US citizen Reinertson Kristoffer from Virginia, who has never commented on his involvement in the scandalous contract.
The Aki Specialized Defense Company LLC is also related to the case, both structures have signs of high-risk companies with high risk of abuse.
At present, none of the persons has been officially declared suspicion, although the scheme has all the signs of fraud, appropriation and legalization of funds in martial law.
But 340 million from the defense budget have already gone - to a armor that does not save, and a business that seems to be built not for the front, but for "development" of public funds.
