In the public procurement system, Prozorro appeared the largest contract last week - UAH 3.12 billion for the military. It was made by the state operator of the rear of the MOU, and the executor became LLC "Busk canning plant".
This enterprise is not the first time in the spotlight - and not on the best side.
The Busk Canned Factory was already in a criminal case in 2017: then its products got into units of the National Guard, after which more than fifty soldiers were poisoned, and part of the canned food was arrested. After the scandal, the company would have to get to the "black list" of the Ministry of Defense. But it turned out the opposite.
According to YouControl, Olena Muranova (58%), Roman Solovey (23.8%) and Alexander Lapshin (18.14%). The latter is a key figure in this scheme. It is referred to as the final beneficiary and company representative.
In 2024-2025, the company had already received billions of contracts for the supply of products for the Armed Forces, despite 176 recorded sanitary violations of food storage conditions. And although these facts became public, the agreements with it were not terminated, but on the contrary - they expanded.
Another important fact is that Alexander Lapshin has a direct connection with the Grynkevich family - the persons involved in another major corruption scandal in the defendant. As it was reported earlier, after the arrest of Igor Grinkevich, it was Lapshin who gave 5 million hryvnias to his wife Svetlana - allegedly secured by two apartments in Kiev. Such a "mortgage" defended the property from arrest, because it officially became burdened with debt to "third parties".
This binds Lapshin to the family, which in OP is considered "gray cardins of the rear tenders." Grinkevich himself was a person in a high -profile business on the supply of substandard food, personally announced by President Zelensky in February 2023.
The contract with the Busk plant shows once again - despite the promises to update the defense procurement system, the same names as scandals are again appeared in the tenders. Lapshin, Muranova, Grinkevich are not new names. But they receive billions of budget hryvnias.
Meanwhile, neither 176 sanitary violations nor a history with the poisoning of the military do not interfere with the company again feeding the army. And this is the main symptom that shows that the reform of food purchases at MOU - either did not start or has already fallen.
