During the martial law, there are restrictions on traveling abroad for men from 18 to 60 years. The exception is certain categories of persons, including those who have the status of a booked employee. However, the order of departure, even for this category, remains not fully settled.
According to the Law and Business, with reference to the Ministry of Justice, the opportunity to cross the state border have the military who are not officially subject to mobilization. This is provided for in paragraph 1 of part one of Article 23 of the Law "On Mobilization Training and Mobilization". This category includes workers who are on a special military account.
However, in the current rules of crossing the state border, only the procedure for departure of booked persons on a business trip is clearly stipulated. As for the opportunity to go outside Ukraine on vacation - there are no direct norms yet, and therefore the decision on missing is made separately in each case of border guards.
In addition, certain categories of civil servants, including members of the Cabinet of Ministers, deputy ministers, judges, prosecutors, deputies of local councils, cannot cross the border for leave, even if they formally have the status of booked.

Passport of a citizen of Ukraine for traveling abroad

Military accounting document (paper or digital in the reserve+application) with a booking mark and enclosure in the Oberig Register

Excerpt from a vacation order (or a copy of it) that specifies the purpose, time, country and position

Also, the absence of violations of military accounting and judicial restrictions is a prerequisite.
The Ministry of Justice emphasizes that the rules may change, and therefore recommends clarifying the order of crossing the border directly in the State Border Service, in particular by phone 1598 or other communication channels. The final decision is made directly at the checkpoint, which means an individual approach to each case.
