Since the beginning of May, conscripts in Ukraine have to appear at the territorial personnel support center (TCC), even if they have not yet received a summons.
Today, mobilization in Ukraine takes place according to the old rules until the new draft law enters into force. It will be implemented on May 18.
From May 1, 2024, all men between the ages of 18 and 60 must appear at the TCC without a summons to obtain permission to change their place of residence within the country, to remove themselves from military registration for traveling abroad, to accept military registration when changing their address, to notify about changing personal data, losing a military document, updating information at the TCC and confirming the right to postponement.
Conscripts who are already on the military register must appear at the TCC on a summons, pass a medical and qualification commission and military training and perform military duty. They do not have the right to change their place of residence during martial law without notifying the TCC and the border guard service.
The new draft law on mobilization No. 10449 will enter into force on May 18. According to it, every conscripted man between the ages of 18 and 60 must report to the TCC within 60 days from the moment of signing the draft law. This is necessary to clarify the address of residence, contact data and other personal information. These data can also be clarified at any administrative service center or through the conscript's electronic account.
If the conscript does not appear at the TCC on his own, the head of the center has the right to contact the police for administrative detention and delivery of the citizen. If this requirement is not fulfilled within 10 days, the TCC may apply to the court to restrict the right to drive vehicles until the requirement is fulfilled or revoked.
