The Ministry of Education and Science (MES) of Ukraine has announced new conditions for admission to the master's degree, which will come into effect in 2025. The project has already been put up for public discussion, and the main provisions relate to changes in the application procedure, exams and special conditions for certain categories of applicants.
The main changes in admission to the master's degree
- Basic requirement
Graduates who already have a bachelor's or master's degree can enter the master's program. - Exams and threshold scores
- Entrants will take a unified entrance exam (EVI) in a foreign language and a unified professional entrance test (EVVV).
- The minimum passing score for EVI is 5, for EFVV is 35.
- In addition, a letter of motivation will be taken into account.
- Application process
- Registration of electronic offices will start on July 1, 2025.
- Submission of documents is possible until October 20, with the option of uploading several documents about previous education.
- Higher education institutions may set separate deadlines for contract studies.
- Competition score formula
The competitive score will consist of grades:- for a foreign language test;
- for the test of general educational competence;
- for a professional exam.
- Special conditions for beneficiaries
- Participants of the Revolution of Dignity, military personnel and entrants with disabilities will be able to pass an interview instead of exams.
The new rules are aimed at increasing transparency and unifying admission. The introduction of electronic offices simplifies the application process, while threshold scores guarantee a basic level of training for applicants.
Higher education institutions gain more flexibility by setting their own deadlines for contract study applications. This will allow students who did not have time to apply in the main period to have additional chances for admission.
Reform in the field of education is not only a tool for improving the quality of master's training, but also an opportunity to adapt the education system to modern challenges, the Ministry of Education and Culture noted.
