The Ministry of Health initiates the reform of medical and social expertise to fight corruption

The Ministry of Health of Ukraine (MOH) has announced its intention to reform the system of medical and social expertise (MSEK), which has become a source of corruption schemes, in particular, in issuing false certificates to evade mobilization.

In particular, it is proposed to change its name to "assessment of daily human functioning".

Transfer to cluster and super-cluster hospitals, which should ensure "accessibility to people and improve the personnel component of commissions."

Introduce electronic referral for examination and its clear criteria with confirmation through the electronic health care system.

To give the right to the family or attending physician to refer for examination independently, without the involvement of a medical advisory commission.

Currently, corruption schemes are operating in MSEK, which bring in millions for disability.
