The head of the State Agency for Reconstruction and Development of Infrastructure, Mustafa Nayem, published a statement about his resignation. He posted information about this on his Facebook page.
"I am leaving the position of the head of the Reconstruction Agency. I made the decision personally due to systemic obstacles preventing the effective performance of my duties," said Nayem. The official claims that the agency's team has been facing constant resistance and artificial obstacles since November 2023. In particular, he also attributed the refusal of the Prime Minister of Ukraine Denys Shmyhal to participate in the Conference on the Reconstruction of Ukraine in Berlin as one of the important reasons for his decision.
"I am aware of the limited resources and the importance of military spending. But the cancellation of funds for infrastructure maintenance will inevitably affect, first of all, the condition of defense roads and, as a result, all military logistics. If this does not change, next season we will face complications in military logistics and export of products," he added. Among other reasons for his resignation, Nayem pointed to the cancellation of the budget for road rehabilitation and maintenance projects, bureaucracy, late payment of contractors and a significant decrease in the salary of the agency's employees.
"Since the beginning of the year, the government has significantly reduced the salaries of employees - most of the employees were reduced to 68% of their salaries. This was done on purpose so that there would be no professionals and motivated employees left in the agency," he noted. In his post, Nayem also noted the agency's recent achievements. According to him, despite all the obstacles, the agency did not fail a single project during the war, did not stop a single military cargo and a single evacuation route.
"Currently, the agency coordinates the work of 353 construction sites for restoration throughout the country. This is the most difficult work in my life... In a year, we managed to restore almost 1.3 thousand km of highways and 330 bridges after the de-occupation of the affected regions," the official emphasized. However, it should be noted that, despite significant budgets, the protection of energy infrastructure has completely failed.
