In the village of Post-Pokrovske, which is part of the Chernobayiv village council, they plan to build more than 200 new homes for the victims of the war. At first glance, it is encouraging news for the region that has undergone large -scale destruction. But according to the tenders won in the system "Prozorro", a number of questions arise that make you doubt: is it really a reconstruction, not the scheme of "development" of budget funds?
In total, the state will pay UAH 905.68 million on four contracts. Substances were received by companies that are traditionally not related to housing construction: "European Road construction company", "Rostdorstroy", "Energy and road construction" and "Motoragistral-south". They are all well known in the road work market, not in the field of construction of residential facilities.
Paradoxically, the tenders took place without much competition. In most cases, proposals came only from companies that received contracts. There was only one participant in the bidding. Such "openness" during the war looks at least suspicious.
Among the requirements for contractors are the erection of residential buildings with a full cycle of work: dismantling of old structures, insulation of facades, communications, landscaping. Everything should be ready by the end of 2025. However, the question is whether companies are capable of performing such complex technical tasks in a timely and timely manner without proper experience.
Another alarming detail is high prices for materials. For example, the armature, which is included in the estimate, is more expensive than market. This creates the soil for assumptions about the possible overestimation of the cost of the project in order to appropriate funds.
The project in the post-Pokrovsky is an extremely important symbol of recovery for the residents of deocal Kherson region. But it risks to become another story about how, under the guise of humanitarian aid, they master state money companies that are more able to invest asphalt than bricks.
