The Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets received more than 1.6 thousand requests for territorial centers of acquisition and social support (TCC and JV) in the first five months of 2025. He reported this during a public report, emphasizing that the situation is anxious.
For comparison, about 500 complaints were received in 2023. In 2024, this figure increased to more than 3,300. The trend continues to gain momentum this year.
“I say frankly - we always respond. There are cases where my employees physically come to the CCC and help to restore citizens' rights, ”the Ombudsman said.
However, the results of inspections show a gap between the number of complaints and the number of violations proven: only more than 50 employees of the CCC have been brought to disciplinary responsibility. That is, of more than one and a half thousand appeals, only a few percent of the persons were punished.
When asked why such a low number of confirmed violations, the answer was partially given in the Armed Forces of the Armed Forces. They stated that in June 2025, only 14% of complaints were justified. The rest are fakes, exaggeration or part of information and psychological operations (IPSO) aimed at discrediting military enlistment offices.
The problem with trusting state institutions in mobilization is becoming more acute. On the one hand, society responds to potential abuses by the CCC. On the other hand, in military structures it is perceived as an element of an enemy information campaign.
Who is right - the question is open. But one thing is clear: to resolve the conflict between the trust of society and the activities of the Tax Code and the JV are far away.
