Leonid Podkchka, Chief of the Buchansky Shopping Center will be tried for illegal enrichment

While the Ukrainian army restrains the enemy on the front, some officials in the rear do not only manage themselves, but also carefully mask the wealth through relatives. It is this case that became the subject of joint investigation of the SBU and NAPC - and now has been officially transferred to court.

It is about the head of the Buchansky District Shopping Center and JV Leonid Podochko. He is charged with illegal enrichment in the amount of more than UAH 21 million.

According to NAPC, in 2022–2024, he and his close environment acquired property and cash, the legality of which he could not justify.

What exactly the officer purchased:

  • residential building in Bucha - UAH 1.9 million;

  • two land plots - 436 thousand and 387 thousand UAH;

  • unfinished house on one of the plots - the cost of construction of more than UAH 1.2 million;

  • Cash - UAH 14.46 million (equivalent of $ 350 thousand), seized during searches.

In addition, a number of assets have been issued through loved ones:

  • The mother -in -law became the owner of the apartment in Bucha, purchased for almost UAH 1.4 million. At the time of registration, she was in a temporarily occupied Luhansk region, and later left for the EU. The agreement was concluded because of the power of attorney, which the officer's wife acted;

  • In 2023, the mother's mother became the owner of two cars - Toyota Corolla (2023) and Seat Leon (2019). One of the cars was purchased at a clear price - only UAH 149 thousand instead of more than a million.

The essence of the scheme

The case was qualified under Article 368-5 of the Criminal Code-illegal enrichment. The investigation believes that:

  • the acquisition of property was carried out at the expense of income, the origin of which was not confirmed;

  • some of the agreements were issued through relatives, in particular in temporarily occupied territories;

  • Fixed value and power of attorney were used.

NAPC emphasizes that the podchko was unable to provide any documentary confirmation of sources of funding. In fact, all revealed property is unreasonable assets that fall under the signs of a criminal offense.

That threatens

In case of guilt, the officer threatens:

  • from five to ten years in prison,

  • with confiscation of property,

  • With a ban on holding public office up to three years.

This story is another reminder that even during the war, control over military structures should not be a formality, but a real tool for combating corruption.
