NAPC exposed signs of illegal enrichment from the Deputy Minister, Judges and Deputies

The NAPC reported on the results of complete checks of the declarations for May 2025. According to official information, 86 declarations were checked - and each of them revealed a violation. 64% of the verified documents establish signs of false information, illegal enrichment or unreasonable assets.

Among the persons are central officials, deputies of different levels, judges and local government officials.

The most resonant cases:

  • Deputy Minister of Health, Chief Sanclin of Ukraine declared assets with signs of unreasonableness in the amount of UAH 3.1 million.

  • The excellence of the Khmelnytskyi Pension Fund became the person involved in the NABU investigation due to the signs of illegal enrichment of UAH 19.5 million and another UAH 44.4 million in the form of false information.

  • Former deputy mayor of the Dnieper - two declarations for 2022-2023 were the basis for the opening of criminal proceedings: UAH 8.9 million - illegal enrichment, 47.9 million - false information.

  • The deputy of the Odessa Regional Council for 2023 "was mistaken" for UAH 1.8 million on assets and UAH 28.7 million - on property information.

  • The ex -deputy of the village council in Vinnytsia region appears in the case of UAH 36.5 million of illegal enrichment and UAH 31.8 million inaccuracies.

  • Judge of the Mukachevo City Court inadvertently declared UAH 2.8 million, the case was transferred to NABU.

  • The head of the Zdolbuniv City Council did not indicate almost UAH 7.4 million, which became part of the police.

  • The official of the Kiev KP, which is engaged in the construction of transport infrastructure, appears in the case of UAH 24.2 million of false information.

  • Former deputy chief physician of the MSEC of Lviv region inaccurately declared UAH 12.7 million, which is now being investigated by DBR.

In general, the NACC submitted reasonable conclusions to NABU, NPU and DBR. In several cases, criminal proceedings have already been opened, and declarations have become evidence in investigative actions.

Thus, May statistics demonstrate the systematic abuse, as well as a critical level of distrust of declarations as a tool of transparency.
