NAPC found a violation of 24 million in Kiev's declaration

The National Agency for Corruption Prevention (NACP) has revealed large-scale violations in the declaration of Denys Bespalov, Deputy Director for Construction Preparation at the Kyiv City Road and Transport Construction Directorate. According to the NACP, the amount of inaccurate information is UAH 24.23 million, which is grounds for criminal liability.

Bespalov did not declare an apartment with an area of ​​53.3 m² in Kyiv, worth over UAH 3.5 million, in which, according to information from state registers, his family has lived since October 2022. Despite this, the official claimed that he had been there for less than 30 days, but data from the Unified State Register of Property and his previous declaration indicate the opposite.

Another violation concerns an unspecified service station building in occupied Donetsk. Bespalov explained that the documents were lost due to the war, however, according to the state registry, he remains the owner of the property.

The official also failed to provide the registration number of another apartment in Kyiv with an area of ​​82.6 m², marking the corresponding field as “Not applicable,” which contradicts the available data. The cost of this error is UAH 3.7 million.

The declaration does not include corporate rights in two companies: Onyx-Sport LLC (20% stake) and Biisport LLC (40%). Bespalov explained that the companies are inactive, but by law even passive ownership of corporate rights is subject to declaration.

The NACP was most concerned by the declaration of cash by Bespalov's wife: $450,000, €80,000, and UAH 885,000 — a total of about UAH 20.45 million. However, over 22 years, the wife's official income amounted to only UAH 123,000. The explanations about wealthy "partners" are not documented.

Bespalov also did not declare the transaction for the purchase of an apartment for UAH 2.53 million in 2022. The official stated that the payment was made back in 2021, but the law requires declaring the fact of acquiring property rights in the reporting period.

According to the results of the inspection, the NACP established signs of intentional submission of false information in particularly large amounts - under Part 2 of Article 366-2 of the Criminal Code of Ukraine. This threatens Bespalov with real criminal liability.
