Poltava Otolaryngologist Ruslan Slinchuk, who is also a freelance member of the Military Medical Commission at the City Code, became a person involved in the anti-corruption investigation. The NAPC checked his declaration for 2023 and found that the domestic wealth is much exceeding his official income. The total discrepancy is UAH 7.8 million.
Ruslan Slinchuk declared UAH 767 thousand, $ 87 thousand and 61 thousand euros in cash, which is equivalent to UAH 6.66 million. His wife Olena Slinchuk, founder of Rouvoromed, added another 3.19 million UAH in the form of savings. However, according to official data, Ruslan's total income in 25 years amounted to only UAH 4.23 million, and his wife - UAH 865 thousand. Even with the inheritance, the sale of real estate and cars, the source of the millions remains unclear.
Another interesting point was the large loan, which Slinchuk was given in July 2023. He transferred UAH 1.9 million to the unknown person (equivalent to $ 52,000 at the rate). When asked where these funds came from, the doctor replied that it was his "savings". However, NAPC calculations showed that its income does not allow to have this amount.
Disagreements also arose about his cars. Toyota Camry (2012), Volkswagen Passat (2015) and Audi A6 (2014) were declared for a total amount of UAH 613 thousand, which is much lower than their market value. Slinchuk himself explained that he had purchased the car in the damaged state at auctions. However, the examination showed that the true cost of these machines is in good condition UAH 2.7 million.
In addition, since 2008, the doctor has been building a house in Poltava with an area of 179 square meters. m, stating that the construction was gradually, and he bought materials in the markets for cash. However, he did not provide documentary confirmation of his words.
The NAPC found in his declaration the signs of false information, which falls under part 2 of Article 366-2 of the Criminal Code of Ukraine. This means that Slynchuk can expect criminal consequences.
