The restoration of the Okhmatdyt Children's Hospital, which was damaged by a Russian missile attack in July 2024, will not take place this year. This was announced by the medical director of the hospital, Serhiy Chernyshuk, on the air of the telethon, explaining the reasons for the delays.
The main reason is the change in the contractor selection procedure, which requires more time. Chernyshuk noted that a re-examination was conducted, which is still at the final stage. "We await the final verdict on the overall building," he said, adding that the new examination is more detailed and was conducted by a leading institution in the field.
He also clarified that the repair of "Okhmatdyt" is planned to be carried out by one company in the "design-build" mode, which means first the development of the project, and then the construction works. Now these processes are separated: design and construction will take place separately.
Chernyshuk explained that to ensure the transparency of the contractor selection procedure, a separate tender will be announced after the completion of the project development. All this takes time, because it is carried out with the budget funds of the hospital, and according to the law, this procedure must be more thorough in order to avoid possible violations.
"Okhmatdyt" Hospital announced simplified procurement for emergency works worth UAH 9.51 million, as well as technical supervision of them worth UAH 132,000. By November 15, priority anti-emergency works to protect the hospital building must be completed.
We will remind that on July 8, 2023, the Russian Federation launched a massive missile attack on Kyiv, as a result of which one of the buildings of the "Okhmatdyt" hospital was completely destroyed, and several buildings were damaged. As a result of the attack, two people died, including a child who was in intensive care after an operation.
At the same time, the "Okhmatdyt" charitable foundation does not plan to transfer UAH 378 million, which were collected for the reconstruction of the hospital, to the account of the "Okhmatdyt" National Insurance Fund. The organization stated that all funds collected will remain in their accounts and will be used to pay for the hospital's immediate needs, but the hospital has not made any requests for such needs.
After the scandal with the tender for the restoration of the hospital, a special Control Council will be created to monitor the process of restoration of "Okhmatdyt".
