Oleg Pakhnits, who has headed the Territorial Department of the BEB in the Poltava region since December 2022, has become one of the most influential figures at the local level. Formally, he is an experienced law enforcement officer with over 20 years of experience in the prosecutor's office. However, data on his activities and property status indicate a completely different side of the work of a high-ranking official.
Despite numerous appeals from citizens, law enforcement officers, and journalists about the embezzlement of budget funds in the Poltava and Kharkiv regions, the TU BEB under the leadership of Pakhnits has practically not responded.
According to sources, the structure ignored reports about:

schemes for misappropriation of funds in medicine and education;

the activities of organized groups that have absorbed millions through government programs;
-
corruption in local authorities and fictitious procurement.
At best, applicants received formal replies. In many cases, complete silence. Such "inability" of the system creates the impression that the BEB works not against criminals, but in favor of those who can ensure the desired result.
Against the background of the administration's inaction, the rapid accumulation of property by Pakhnits himself and his family became particularly noticeable.
For 2023, his official salary was 714 thousand UAH. However, during the same period, the family:

purchased dozens of land plots;

has registered real estate in several regions and abroad;

replenished the fleet with luxury cars;

acquired non-residential premises;
-
purchased a single-engine Socata TB20GT aircraft worth over $400,000.
The declarations show millions in foreign currency assets, but the real market values of the equipment or fleet are missing. This makes it impossible to accurately assess the official's income and expenses and calls into question the legality of the origin of most of the assets.
The Pachnitsa family owns a large amount of property, including:

luxury apartments in Dnipro and Mariupol;

dozens of hectares of land;

a 175-meter apartment in Slovakia;
-
13 parking spaces, some of which were transferred to Pakhnitsa by companies associated with the structures of businessman Gennady Korban.
The volume of assets is more reminiscent of the portfolio of a big businessman, rather than a civil servant who has worked in law enforcement all his life.
The totality of the facts shows that under Pachnits' leadership, the BEB in the region has become a barrier that blocks corruption investigations rather than initiating them. Instead of fighting economic crimes, the structure records ostentatious inaction and probably provides comfort for certain local elites.
Questions remain open:
how was an official with a civil servant's salary able to build assets worth millions of dollars, and why does the state still retain people in office whose activities bear all the hallmarks of abuse?
