A new agreement between Ukraine and the United States on mineral extraction has caused a stir in political circles. The document, obtained by EuroPravda , stipulates that Ukraine must compensate the United States for all financial assistance provided since the start of Russia's full-scale invasion in 2022.
According to the Kiel Institute, the total amount of US aid to Ukraine (including military, budgetary and humanitarian packages) is estimated at $123 billion. According to the terms of the agreement, Kyiv will be forced to reimburse these funds through a special fund, the income of which will be formed by:
– 50% of all new licenses and rent payments for the development of Ukraine's subsoil;
– 50% of income from infrastructure facilities (details of this item remain undisclosed).
At the same time, payments will be made in US dollars, and transfers of funds will be carried out without commissions and delays at the request of the American side.
The document stipulates strict obligations for Ukraine to repay the “debt” on time. In case of delay in payments, an annual increase of 4% will be charged on the debt. This means that every time Ukraine delays payments, the amount of the debt continues to grow.
The proposed agreement has already drawn sharp criticism from Ukrainian politicians, who see it as effectively transferring Ukraine's strategic resources to US control without any additional security guarantees.
Bloomberg said that such a deal could “open the way for Americans to monopolize Ukrainian resources, making access to them more difficult for European partners.”
The Times called the deal “another humiliation for Ukraine,” emphasizing that its terms are not equitable and do not take into account Kyiv’s real economic capabilities.
