From now on, men of conscription age will no longer be able to use consular services. Instead, they will only have the opportunity to issue documents to return to Ukraine. According to the letter signed by First Deputy Minister of Foreign Affairs Andrii Sybiga, all consulates of Ukraine will stop providing services to men of draft age starting April 23. This decision was made in accordance with the provisions of the Law of Ukraine "On the Legal Regime of Martial Law" in connection with the aggression of the Russian Federation against Ukraine.
The letter notes that the suspension of consular actions applies to men aged 18 to 60 in order to ensure military registration and social support. This decision will be in effect until further clarifications are received regarding the application of the provisions of the law on strengthening mobilization, which will enter into force in May.
Provisions 6 and 16 of the law establish a special regime of entry and exit, restrictions on the freedom of movement of citizens, foreigners and stateless persons, as well as the movement of vehicles. In addition, they restrict the change of residence without the permission of military authorities or intelligence services, as well as the completion of alternative (non-military) service.
We would like to remind you that in the future it will be possible to issue only documents for returning to Ukraine at consulates.
