Obolon district of Kyiv received the second largest budget among all districts of the capital, but some of the expenses that are concerned about residents are not provided in the estimate. The head of the Obolon District State Administration Cyril Fesik explained why the budget does not provide for repairs in homes, roads in the yards and purchase of assistance for the front.
According to the head of the district, the Kyiv City Council has approved changes to the budget, which in the districts have been waiting since the end of March. Obolon was able to obtain a considerable additional resource. However, restrictions in legislation and interagency distribution of responsibility do not allow to solve all problems at the expense of the district budget.
Fesik reminded that according to the legislation, the owners of apartment buildings are the residents themselves. Therefore, major repairs are possible only within the framework of co -financing programs, when some of the funds are provided by the city and the other is co -owners. All requests submitted by residents to participate in these programs were satisfied in 2024.
The issue of improvement of inter -quarter passes this year was transferred to the Department of Construction and Housing of the KSCA, which is the main manager of the relevant budget. The Obolon RDA has no authority and funds for the independent implementation of these projects. According to Fesik, the implementation of projects in 2024 has not yet begun, and appeals to these issues should be addressed directly to the KSCA structures.
Fesik also answered questions about the lack of purchases of drones, pickups or air defense within the area. According to him, the RDA has no right to use budgetary funds for such needs. Purchases for the Armed Forces are carried out exclusively through the KSCA Municipal Security Department and the Capital City Program.
