The order for preparatory works for the construction of the National Military Cemetery near Kyiv was received by Odesa LLC "Avtospecsyug" for 1.4 million hryvnias. The company was chosen without electronic bidding. This is evidenced by the data in the Prozorro procurement system.
The state institution "National Military Memorial Cemetery" of the Ministry of Veterans Affairs of Ukraine concluded an agreement with "Avtospecsyug" LLC on March 26 of this year.
The "preparatory works" include the destruction and demolition of buildings, earthworks and capital construction within the boundaries of the Gatna Territorial Community of the Fastiv District of the Kyiv Region. In general, the Odesa company will receive UAH 1,429,440 million from the state budget for such "preparatory work". The contract was concluded without electronic bidding, because the amount of work is less than UAH 1.5 million.
"There is no need to conduct open auctions in the order determined by these features and/or by using the electronic catalog," the protocol reads.
Prozorro has already registered an appeal to the State Auditors, as the details of the contract have not been made public in the system.
Therefore, the activists have already submitted an appeal to the auditors for violation of the procedure for determining the subject of procurement and failure to submit documents in cases provided for by law.
"Deforestation is called preparatory work? All services can be called that, because by and large all works are preparatory. The executor is interesting - the editing, and for what amount did he undertake it. And where is the contract with the executor?", the appeal reads.
"Avtospecsyug" LLC was registered in 2020 in Odesa on Khimichnaya Street. Its authorized capital is UAH 50,000.
