Odessa LLC "Granpri LTD", connected with businessman Volodymyr Osipov, again became the winner of a large state tender for the supply of products for the Ukrainian army. The contract was concluded in the amount of UAH 3.3 billion, although earlier the company appeared in several high -profile scandals and criminal investigations.
In 2024, Grapri LTD did not cope with the food of the military in the Donetsk region, because of which the state -owned enterprise "Tella operator" terminated the contract with it. Despite this, the firm was allowed to new tenders, where it competed with more than 15 competitors and won the largest lot.
Volodymyr Osipov also appears in investigations into the possible formation of a fictitious tax credit for UAH 256 million, as well as in cases of supplying products of lower quality than it is provided by contracts. The Security Service and the State Bureau of Investigation have published records that hear the reduction of dairy products - replacement of animal fats with margarine and even supply of mold products. The registration of fictitious invoices per millions of hryvnias was also recorded.
Despite the fact that the contract should be terminated immediately after the suspicion and arrest of the head of the company, Grapri LTD not only remained in tender procedures, but also received the largest state contract for the military.
In response to journalistic requests at the Tella Operator, they reported that the purchase was held in accordance with the current Cabinet of Ministers. However, in the case of Grapri LTD, these mechanisms either did not work or ignored them.
The winners were selected on the principle of "most economic offer", and the average cost of the daily diet is 128.26 UAH, which is much lower than the maximum allowable price - 155 UAH.
Not only suppliers but also decision -making officials should be the focus. Formally, all contracts are signed by the management of the Telle Operator.
Until law enforcement officers will publish the results of the investigations, and the management of the "rear operator" will not evaluate their actions, the situation around the supply of products for the army is unlikely to change. The poor quality of nutrition adversely affects the health of the military and reduces the combat capability of the armed forces.
