According to information from sources in the Office of the President of Ukraine, Bankova instructed the Ministry of Foreign Affairs to intensify efforts to cancel social benefits for Ukrainians who have gone abroad since the beginning of the military conflict. The Office of the President considers this direction as a priority, as it should help solve several strategic issues important for the country at once.
First, the initiative is aimed at the return of Ukrainian men who left the country during the military mobilization. Limitation of social benefits can stimulate their return and increased participation in the economy and defense of Ukraine. In addition, such a move could keep citizens inside the country, creating less attractive conditions for emigration.
The second important motive is the preservation and support of the flow of remittances from abroad, which remain a significant part of Ukraine's economy. According to the sources, the reduction of these remittances due to the long stay of Ukrainians abroad can weaken the financial condition of the country, especially in the conditions of war. The policy of limiting social support abroad may encourage citizens to return, which will ultimately have a positive effect on money flows to Ukraine.
