The NGO "Ukraine Without Torture" has published the results of the pilot project "Systematic Monitoring of Human Rights Compliance in the State Institution "Kyiv Pre-Trial Detention Center". The inspection revealed a number of systemic violations that affect the rights and dignity of persons detained in the institution.
According to the monitoring findings, the problems cover several key areas:

Cell overcrowding and lack of space. Most facilities do not meet the space requirement per person, leading to unsanitary conditions, increased risk of conflict, and the spread of disease.

Poor sanitary and technical condition. The cells need repair; mold, worn-out furniture, damaged windows, problems with lighting and ventilation are noted; some rooms lack access to clean drinking water.

Violation of the temperature regime. In winter, the premises are not heated enough, in summer there is no adequate ventilation.

Inappropriate segregation. Prisoners with different procedural statuses and crime categories are held together, which is against the law and creates additional risks.

Problems with labor and social rights. Persons involved in the work do not always receive special clothing and proper working conditions in accordance with the requirements.

Restrictions on privacy and personal space. The lack of partitions in bathrooms, constant surveillance, and overcrowding in cells deprive individuals of basic privacy.

Discriminatory practices: There are established practices of dividing prisoners according to a “hierarchy”, which leads to stigmatization and violations of the rights of individuals.

Non-compliance with fire and technical safety. Access to exposed electrical wires and lack of proper fire protection measures are recorded.

Inaccessibility of infrastructure for people with disabilities. Walking courtyards and meeting rooms do not meet the requirements of inclusion.

Barriers to access to medical care. Prisoners do not always have access to a doctor; the medical unit does not meet standards.
The NGO "Ukraine Without Torture" calls these violations systemic and related to chronic underfunding and inaction, which endangers the lives and health of hundreds of people, for whom the state bears full responsibility. As a result of the project, the organization prepared and submitted to the institution's administration 22 recommendations to eliminate the identified problems.
