In the first reading, people's deputies supported the draft law on ending the activities of the Gambling and Lottery Regulation Commission (KRAIL) and strengthening control over the gaming sector. This information was shared by Yaroslav Zheleznyak and Oleksiy Honcharenko.
Draft law No. 9256d received support from 272 deputies. It provides:
- restrictions on gambling advertising, including bans on war and volunteer speculation, and termination of sponsorships;
- implementation of additional measures to prevent gambling addiction among potentially vulnerable population groups during martial law;
- increased control over the gaming business, including controlled purchases and online monitoring;
- establishing additional criteria for canceling licenses and improving requirements for the business reputation of officials in the field of gambling.
This movement in legislation preceded the initiative of a soldier of the 59th brigade, Pavel Petrichenko, who proposed to limit the gambling business through a petition on the website of the Office of the President. In a short time, the petition gained the required number of votes, which aroused the interest of President Volodymyr Zelenskyi.
Also, the head of the parliamentary committee on finance, tax and customs policy, Danylo Hetmantsev, called for consideration of the draft law on the termination of KRAIL activities, pointing to the failures of the commission in forming a culture of responsible gambling and the absence of a draft law on the regulation of gambling during martial law.
