In 2025, Ukrainians do not need to change the old passport book (1994) to an ID card, if the document is valid and does not need an update. This was reported at the Coordination Center for free legal aid.
According to the current legislation, the passport in the form of a booklet remains valid indefinitely. This means that it can only be exchanged on a plastic ID card at will. There are no legislative requirements for compulsory replacement of the document.
However, in some cases, it is necessary to replace the passport. In particular, if:

Personal data is changed - for example, a last name;

There are errors in the passport;

The document or photography is damaged;

After reaching 25 or 45 years, a new photo is not glued (this should be done within 30 days after your birthday).
If none of these grounds, the passport-book remains the current document certifying the person in the territory of Ukraine.
Recall that from November 1, 2016 in Ukraine only ID cards are issued-both for those who receive the passport for the first time and in the case of replacement of the document. However, already issued passport books remain valid provided that the rules are observed.
Thus, in 2025, old passport owners can continue to use them without problems, if the document has no reason to replace.
