The Cabinet of Ministers has decided to make the use of the "Transparent Construction" mobile application mandatory when accepting completed construction projects into operation. The new digital tool should change the approach to the work of state architectural and construction control bodies and make the inspection process more controlled and open.
From now on, GASK inspectors will be able to conduct on-site inspections with full digital recording of results directly at the construction site. All stages of the inspection — from confirmation of presence to assessment of the object's compliance with the design documentation — will be carried out through the application in real time.
The government notes that the introduction of a digital format significantly reduces the influence of the human factor and complicates manipulations during the acceptance of objects. Due to the automation of processes, control becomes more transparent, and the responsibility of officials is clearly fixed.
The application's functionality includes the ability to take photos and videos of the object's condition, enter data into a special checklist, and automatically determine geolocation. This allows you to confirm that the inspection was actually carried out on site, and not formally.
Special attention was paid to the updated checklist. It received a clear structure with division into separate blocks covering engineering systems, internal and external elements of buildings, as well as key functional characteristics of the object. This approach makes it impossible to use third-party materials and minimizes subjective assessments.
It is expected that the use of a mobile tool will not only speed up the procedure for putting facilities into operation, but also increase trust in the decisions of regulatory authorities. In the future, this should become part of a broader digital transformation of the construction industry and state supervision.
