The Pechersk District Court of Kyiv chose a 24 -hour house arrest as a preventive measure for the former secretary of the Kyiv City Council Volodymyr Bondarenko. Bondarenko himself informed about it in a public statement in which he called the court's decision unjustified and politically motivated.
According to him, the case against him has signs of political persecution and is aimed at pressure in the context of struggle for influence in the capital's power. Bondarenko connects criminal proceedings with attempts to eliminate the current mayor of Kiev Vitaliy Klitschko.
The case against Bondarenko has been investigated by law enforcement officers since 2023. On July 10, he was suspected of two episodes. The first concerns allegedly illegal payroll to the employee of the Kyiv City Council apparatus for 2022-2023. According to investigations, the losses for the budget are almost UAH 700 thousand. The second episode is to promote evasion of mobilization.
Earlier, in March 2025, a group of deputies of the "servant of the people" faction initiated an appeal to Vitaliy Klitschko demanding that Bondarenko's authority to stop. The reason was the emergence of his name in audio recordings known as Komarnitsky's film. The records referred to possible informal agreements between the officials of the Kyiv City Council and businessmen who appear in the investigation into land equipment in the capital.
Despite the scandal, Bondarenko remained a deputy of the Kyiv City Council. In April, he declared the desire to voluntarily leave the posts of the Secretary of the Council and the Deputy Mayor, but the corresponding vote did not gain the required number of votes.
Currently, the court has restricted his freedom of movement, but the final conclusions about the guilt or innocence of Bondarenko must be established during the trial.
