Tax of Ukraine is massively sending letters to citizens with a request to explain income

In Ukraine, financial monitoring of citizens is increasing: more and more people receive official letters from the State Tax Service (DPS) with a request to explain the origin of funds in their bank accounts. Since the beginning of active monitoring, according to the DPS, about 3,000 people have already received such appeals, and this number continues to grow.

Only in May 391 did the recipient of such letters decide to legalize his activity and registered as an individual entrepreneur (FOP). This indicates that many Ukrainians actually conduct business without official registration.

The DPS emphasizes that the purpose of these appeals is not the punishment, but the information support of citizens, which should help to understand the requirements of the legislation. "It is a kind of communication with a business that stimulates people to legalize income," - said in the department. Currently, about 700 new letters are being prepared for citizens whose financial activity is suspected of conducting business without registration.

From March 1, 2025, the DPS receives data from a unified system of accounting of registrars of settlement transactions (PPOs). Taxes monitor regular money transfers from the sale of goods on popular online platforms, such as OLX, Novapay, Prom.ua, as well as FOP activities that accept funds without fiscalization.

The People's Deputy from the "servant of the people" Olga Vasilevskaya-Smaglyuk explains that the episodic sale of personal belongings (clothing, household appliances, furniture) is not considered entrepreneurship and is not subject to taxation. There are no penalties for such single operations. However, systematic and mass sales of the same type of goods can be of interest to the tax authorities and become the basis for inspections.

Thus, the state takes steps to bring the shadow business to the legal sector not through penalties, but thanks to information letters. Already hundreds of Ukrainians are encouraged to formal registration of their activities, which is an important step for the development of a transparent economy.
