Police are investigating KSCA funds when creating a software module

The National Police is investigating the next case to appropriate tens of millions of budget funds by the KSCA Communal Property Department. It is a software module of real estate accounting of the city of Kyiv, which from 2017 to 2023 has been over UAH 17 million from 2017 to 2023. However, according to the investigation, the work was performed with significant violations, and part of the functionality was created with the help of free WordPress.

The story began in 2017, when the Department has concluded an agreement with Ef Di Ai Campani LLC to develop the first stage of the software module. Cost - UAH 2.93 million, but the company managed to receive only 1.1 million - the agreement was terminated due to non -fulfillment.

In the future, new contractors entered the game: Smart City Ukraine and Solushn Yua. With them in 2021–2023 concluded three more agreements totaling UAH 16.4 million. Formally - for the modernization and integration of the module. In fact, some of the functions were implemented several times in a row, and the site that was to be created was collected on WordPress with references to external resources.

Police have established that the company's tender documentation indicated the same employees. This means that contractors can be affiliated. There is also reason to believe that under the guise of "modernization" the same works as in previous contracts were performed.

Special attention is suspicious transactions. The contractors transferred budgetary funds to entrepreneurs for "consulting services" and "software development". The police have already received permits to check bank accounts and withdraw documentation.

The key figure is the head of the Department Andrei Gudz. This is not the first investigation where it appears. He was already suspected of privatization of property, release from rent, suspension of payments for the cinema "Kiev" and "Pipes" near the station.

Despite the loud scandals, Gudz still heads the department. His activity is overseen by the deputy chairman of the KSCA Vladislav Andronov - a deputy of the Kyiv City Council from the Party "UDAR".

This story is not only about theft of budget funds, but also about systematic degradation of urban real estate management. Back in 2014, Vitaliy Klitschko promised to open information about communal property. But instead of the Register, the people of Kiev received a set of unfinished modules, doubtful contracts and theft of tens of millions of hryvnias.

According to the deputies of the Kyiv City Council, instead of fictitious modules, the capital requires a full register of communal property with integration into state databases. But the reforms of the KSCA seem to be reduced to the banal "development" of funds.
