Poltava OVA spent 370 million UAH on ineffective fortifications, – MP Zheleznyak

According to MP Yaroslav Zheleznyak, the Poltava Regional Military Administration spent over UAH 370 million on the construction of fortifications in the Donetsk region, which do not meet the modern requirements of the 2023–2025 war. The fortifications lack basic protection elements: camouflage, drainage, FPV drone coverage, anti-drone visors, and sufficient depth.

All 16 contracts for the specified amount were concluded between the construction department of Poltava OVA and Enki Construction LLC (owner — Anar Rafiev). The company ordered concrete pyramids from its own company “Premum Aktiv” for 542 UAH, and sold them to the state for 2,161 UAH. Another 21 million UAH was written off for alleged “delivery”. Similar schemes were used with timber: purchase for 1.3 million UAH and sale to the state for almost 8 million UAH.

Recordings of conversations between the acting head of the capital construction department, Serhiy Syzko, and the first deputy director of the department, Vitaliy Kulynich, indicate that according to the invoices, wooden materials of the wrong diameter were delivered as indicated in the estimate. This data emphasizes the systematic nature of the violations and possible misuse of budget funds.
