The director of the KSCA Department of Transport Infrastructure Ruslan Candibar was reported suspicion of official negligence, which, according to the investigation, led to a large -scale destruction of the tunnel on the blue branch of the metro. It is an accident that occurred in December 2023 between the stations "Demiyivska" and "Libidskaya", through which the movement of trains on the "Teremka" - "Libidskaya" section was completely stopped.
According to the Office of the Prosecutor General, the Candibar did not control the activities of subordinate transport enterprises and did not respond properly to the signs of an emergency. This has led to a untimely detection of a tunnel's emergency and lack of measures to prevent it. As a result, the capital community has suffered losses for over UAH 164 million, which include the cost of organizing a duplicate bus connection and losses from the cessation of transportation in the subway.
Prosecutors point out that the investigation has established a cause and effect relationship between the inaction of the official and serious consequences for the city's transport system. The issue of election of a precautionary measure and his removal from office is currently being resolved.
This is not the first case in the case. Earlier, the suspicion of the former head of KP "Kyiv Metro" was reported Viktor Braginsky, as well as two other subway officials. According to expertise, the operation of the emergency subway section was carried out with gross violations of building standards, which led to flooding of the tunnel.
Ruslan Candibar has been headed by the Department of Transport since 2021. Earlier, working in the Lviv region, he was criticized because of the inefficient use of budgetary funds. His name is also mentioned in the context of NABU investigations into corruption schemes in the Kiev authorities.
