Since March 2025, all Ukrainian delivery services providing postpay service are required to form fiscal checks with full recipient identification. They should include a surname, individual tax number (IDN) and buyer's bank account number. About it reports NV with reference to representatives of payment services.
According to the new requirements, check data will be automatically transferred to the state tax service in real time - without additional requests or permits. Thus, the state increases fiscal control over monetary transactions during online trade and delivery of goods with postpay.
The Rozetkapay and Novapay companies have confirmed their technical readiness and stated that they were already working in the DPS transmission mode. At the same time, UkrPoshta and OLX note that most of their clients are ordinary individuals who sell personal used things rather than engaged in entrepreneurship.
Such companies call for a balanced approach to avoid excessive pressure on citizens who do not conduct systematic commercial activities.
It is not currently reported whether there will be any exceptions to the new rules or simplified mechanisms for disposable sales.
